Topo I takes on the shape of an oval. Charles Dee Mitchell has written of the sculptures in the Weeds series that “the unruly bronze elements,…take on Penn’s arbitrary form, but seethe within its restrictions. (The pieces) suggest, as much as anything, a gigantic view through a microscop3e into those teeming and unsettling worlds that exist in a drop of pond water. But with (their) firm anchoring to the wall, stillness rather than movement is the dominant effect.” (Mitchell, p. 2)
